Sealed proposals for the construction of the Wastewater Treatment Plant Improvements Project will be received by the City of Petoskey, at the office of the City Finance Director; 101 East Lake Street; Petoskey, MI 49770 until 2:00 p.m., Local Time on April 25, 2017, at which time and place all bids will be publicly opened and read aloud. Bids shall be clearly marked “Bid for Wastewater Treatment Plant Improvements Project” on the outside of the envelope.

A Pre-Bid Conference will be held at the City Hall 101 E. Lake Street, Petoskey, Michigan 49770 at 11:00 a.m., Local Time on Thursday, March 30, 2017. At the meeting, the specifics of the project will be discussed and a site tour will be held following the meeting.

Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for receipt will not be considered.

The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.

Description of Work

Remodeling of the existing Administration Building including a rebuild and replacement of the laboratory and electrical feed equipment; replacement of Primary Settling Tank mechanisms and repainting; installation of dome covers on the Primary Settling Tanks, installation of dome covers on the Final Settling Tanks; biogas revisions; structural concrete repairs; miscellaneous site work including all other appurtenant facilities as shown on the Drawings and Specifications.

Plans and Specifications and Bid Proposal Forms are available online at the City of Petoskey website, A hard copy review set will also be available for review at City Hall. All bidders will be required to register as plan holders. Failure to register may result in the Bidder not being informed of Addendum, and lack of acknowledgement may result in the bid being rejected as nonresponsive.

Each bid proposal shall be submitted on the bid proposal forms provided, in a sealed envelope clearly marked “Bid for Wastewater Treatment Plant Improvements Project” and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the City of Petoskey in the amount of Five Percent (5.00 %) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the City of Petoskey. No bid may be withdrawn after the scheduled closing time for receiving bids for at least sixty (60) days.

Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal or State Agency will be rejected.

Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.

The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.

The City of Petoskey reserves the right to accept or reject any or all bids, waive any irregularities in the proposals, and to award to the bidder whose bid best serves the interest of the City.

Bidders acknowledge that no contract is created until a written contract is approved by the City Council and executed by the City. The City is allowed to perform additional investigation after Council action and prior to execution of the actual contact.
